"Discussions across the State of Utah about redirecting more water to Great Salt Lake often encounter an objection: saving Great Salt Lake cannot come at the price of undermining existing water rights. This concern is frequently wrapped in the rhetoric of protecting water security. We take this objection seriously. In this Article, we argue that water security and saving Great Salt Lake are not opposing goals but are instead deeply connected — neither goal is achievable without the other."
